L C de Villiers Park and Ride Basic Assessment
EarthINC has been appointed as the independent environmental practitioner to undertake the BA Process for the proposed project. Arcus GIBB (Pty) Ltd (Arcus GIBB) will be undertaking the Public Participation Process (PPP) for this project.
The purpose of the proposed project is to provide better access to the LC de Villiers Sports Centre Park-and-Ride facilities on the University of Pretoria (UP) property that will be utilised for the 2010 Soccer World Cup. The proposed entrance is situated at the corner of Hartebeestspruit and End Street in the suburb of Hatfield. The proposed road will cross the UP property and join one of the University’s internal roads. There is currently a temporary dirt road in existence that needs to be formalised and upgraded to handle the anticipated volume of traffic. This is with particular reference to the spectator vehicles and transport buses that will be using these park-and-ride facilities for 2010 World Cup matches held at the Vodacom Loftus stadium. The total duration of the World Cup event will be four weeks. During this period, six matches will be played at the Vodacom Loftus stadium. Activities at the LC De Villiers Sports Centre will last for three hours on match days. After the World Cup, the road will default to its historical use for the RAG only.
The existing dirt road will thus be upgraded to a tarred service road. A gate between the university property and the surrounding residential area will be set in place to block access to the road when not in use. During times of operation, however, buses making use of the road will travel through Hatfield along public roads such as Hartebeestspruit, Arcadia & Park Streets.
Should authorisation be granted by the environmental authority, construction is expected to begin in early 2010.
