Tumelo 132 kilovolt (kV) power line, substation and associated infrastructure EIA

 

Eskom Holdings Limited Distribution Division (Eskom) has determined that the Kagiso area, situated on the west rand of Gauteng, requires additional electrical capacity in order to meet both current and future needs within this area.  To meet the demand Eskom has proposed the construction of a 132 kV distribution power line and a new substation. The power line will connect to the existing Westgate Substation and follow the alignment of an existing power line, before diverging and ending at the proposed Tumelo Substation. The total length of the line will be approximately 4.3 km. Eskom is responsible for the distribution of electricity from substations at municipal level.  In recognition of this mandate, Eskom is significantly expanding its Distribution Network countrywide to meet current and future electricity demands.

In terms of the National Environmental Management Act, 1998 (Act No. 107 of 1998) (NEMA), and the associated Environmental Impact Assessment (EIA) Regulations of 2006 (NEMA EIA Regulations), the proposed development constitutes a ‘listed activity’ and must therefore undergo an EIA to inform the application for environmental authorisation.  The Department of Environmental Affairs (DEA) is responsible for all applications made by parastatals and thus, DEA is the relevant authority for this project.  Arcus GIBB (Pty) Ltd (Arcus GIBB) was appointed by Eskom to undertake the environmental authorisation process for the proposed project in terms of the EIA Regulations.   


As part of the  EIA and public participation process, the Draft  Scoping Report (DSR)  has been made available for review from  Tuesday,  20 October 2009 to Thursday, 19 November 2009.   All comments received during circulation of the DSR will be  incorporated and addressed in a Comment and Response Report  in the Final Scoping Report (FSR). The FSR will be submitted to the relevant authority, the Department of Environmental Affairs, for their consideration and decision. An electronic copy of FSR the will also be available on this website.
