TRANSNET ENGINEERING - PROPOSED CONSTRUCTION OF A STEEL SHED OVER AN EXISTING LOCOMOTIVE TESTING AREA IN DURBAN: AVAILABILITY OF THE DRAFT BASIC ASSESSMENT REPORT

Transnet Engineering (TE) proposes to construct a steel shed over an existing Locomotive Testing Area at their premises at 311 Solomon Mahlangu Drive, Bluff, Durban, KwaZulu-Natal. The shed to be constructed will have a footprint of approximately 324m². It will also be ±18m from the Umhlatuzana Canal which runs parallel to the border fence, northwest of the property.
GIBB (Pty) Ltd (GIBB) has been appointed as the independent Environmental Assessment Practitioner (EAP) to compile the necessary application for environmental authorisation on behalf of Transnet and undertake the required Basic Assessment Process in terms of the National Environmental Management Act 107 of 1998 and associated EIA Regulations.
You are registered as an Interested and Affected Party (I&AP) on our database for the Project and as such we have previously (30 January 2013) provided you with a Background Information Document for the project. We would now like to inform you that a Draft Basic Assessment Report (BAR) and associated Draft Environmental Management Programme (EMP) has been compiled and is available for your review and comment. Previous comments received from I&APs were incorporated and considered during the assessment.
The Draft BAR provides information on the proposed project, the relevant study area, the public participation process and its findings, the potential impacts that may occur due to the proposed project and the measures that were identified to effectively mitigate environmental impacts. The Draft EMP follows on from the BAR in as much as all the measures for mitigation of impacts that were identified during the BA are incorporated. The EMP covers the pre-construction planning and design, construction, operational and decommissioning phases of the Project.
Please note that the (40 days) comment period will be from 10 May 2013 – 19 June 2013. The Draft BAR and associated Draft EMP are available for public viewing and comment, as listed below:

All comments received will be incorporated and addressed in a Final BAR and Draft EMP, which will then be submitted to the National Department of Environmental Affairs (DEA) for environmental authorisation.
